He basically bypassed congress and went into Panama and got it built. Also, Pamana was originally a part of Colombia and TR aided Panamanian rebels to break away from Colombia b/c Colombian officials would not let him build the canal, but Panamanians would. So he sent money and supplies to Panama to help them gain their independence. Then after that he basically started to send people and money to build the canal w/o congressional permission and got it done before he could be stopped!
