i'd say territory. you still get your own laws but youre under the US wings

A territory is better. You get all of the advantages of being in the United States; however, you don't have to pay taxes. This is the same reason Puerto Rico doesn't want to become a state. It harps all of the advantages the way it is.

since most of the people responding say TERRITORY, why not just break up the 50 states and make them all territories? They tried this during the Civil War--the South LOST. This nation is about STATEHOOD--we started with 13 and now we are 50 (and perhaps growing soon ?) Can all those people--300 million of them--all be wrong?
