Yes I can read it, and I think the percentage is greater than 55. Probably closer to 100% of people who are literate can read it. I'm also not sure that it's a good testiment to a person's intelligence, but rather a person's ability to view words more as symbols rather than the letters and order they're placed in.
It's probably not even the subject of any Cambridge study, but rather somebody realized they could read words with the letters jumbled in the middle, and decided to attribute it to a Cambridge study. I don't think Cambridge has any need to conduct a study like this.

It takes a bit of effort when you try to read it fast, but i can read it no problem. I have noticed in the past that when i read it's more like I'm more just looking at the words rather than deciphering them. So this makes pretty good sense.
Edit: to those trying to be smart and trying to type like the question...you're doing it wrong. Reread the statement after Cambridge University please.

Yes, I can. I also know that your brain basically reads the first and last letters of words. But still, spelling is important. You don't want to look like a total idiot.
