Most really good serial killer movies are not based one one true story, most are a composite of a few serial killers and/or their stories.

The Texas Chainsaw Massacre is not based on a real story, the killer Leatherface is *extremely* loosely based on a serial killer named Ed Gien. Gein was also used for Buffalo Bill in The Silence of the Lambs (also not based on a true story) as were Ted Bundy, and Edmund Kemper.

It all depends what you mean by best though, if you want accuracy, the best i can think of off the top of my head is Zodiac or a documentary, if you want scary, look for something fictional.

There is an actual movie about Ed Gein, who was the INSPIRATION behind the killer character (Leatherface, Buffalo Bill and Norman Bates) in movies such as Texas ChainSaw, Silence of the Lambs, Psycho etc.

But the actual MOVIES are NOT based on true events.

The Ed Gein movie (2004), starring Steve Railsback, was pretty good and scary...not in a horror movie kind of way, but in a "dear god, this person did THAT?" kind of scary.

The Silence of the Lambs, Texas Chainsaw, and a few others are related to Wisconsin serial killer Ed Gein.

The Town That Dreaded Sundown.
It's the story of the Phantom Killer who was murdering people in the town of Texarkana in 1946.

There was a movie about Charles Manson. It wasn't a biography but it was all about him and the Manson murders. I love watching scary movies about thigns that have a actually happened as opposied to Michael Myers...who never dies... I think it's a lot creepier to think that there are people like that actually out there...

"Bundy", about serial killer Ted Bundy who killed many woman throughout the Pacific Northwest, Utah, and was finally captured after killing in Florida. It was morbidly fascinating! He was an attractive, well liked man who loured several females to his Volkswagen, and then took them out of town and murdered them.
