First step is to brainstorm.

Discover a topic of interest.

If you write about something you like, it might be easier.

i.e. A hobby, dogs, skateboarding, etc.

Choose an environment. Where does the story take place. For example if it takes place in Anarctica, the story will be quite different than if it takes place in a mall.

Discuss a conflict and objective. Every story has to have a steering wheel and gas.

Example

1. Set topic : Skateboarding
2. Set Environment. The Graveyard
3. Objective: Sneak into the graveyard in order to ride the "Killer pavement"
Conflict: You encounter a grave digger that has been murdered and thrown inside of a big empty plot.

Characters: Friends, grave digger, narrator, etc etc.

It always makes it more interesting if the characters are really different from each other.

You said it, we didn't. If you know what the assignment is (what the words mean) then just do it. If you don't, what about asking the teacher for help? That is what they are for.
