in the context you describe, it means people are being people and complaining, without wanting to commit to doing anything themselves. it's the same THEY as the ones who cause every problem in society. "They shouldn't let them do that' 'They should have stopped him/her/it'...

Often refers to an unspecified group of people...pretty much anyone other than the speaker.
"When are they going to fix this?" might refer to a council/government, etc.

In your context it could mean avoiding responsibility for something or avoiding leadership.
Example: It´s stupid to have the car lights on during the day time. Why don´t they do something about it?
Leader goes ahead and explains about many more tons of carbon dioxide in the air we breathe, due to burning extra fuel.

THEY and THEM are a groups of anonymous people that are the cause of everything from bad garbage pickup to global warming. THEY and THEM can't be found anywhere, no one knows what THEY look like or where the likes of THEM live. THEY and THEM are a cross between ghosts and gremlins.
