It's pretty simple but if you're having trouble with math I'm sorry for saying that.
first subtract 3 from both sides
you get this
2 = 4x
now divide both sides by 4
you get this
2/4 = x
that simplifies into
1/2 = x
now turn the equation around
x = 1/2
get it
