only the DA can start a grand jury and issue subpoenas from it
if you are talking about who can a person issue a civil suit against a yahoo email person you first would have to serve a complaint against yahoo to release their information they have on a certain email account, you would need to show cause why yahoo should release that info

If this is the only means you have to find the answer to your question, I would be very surprised if you are in any position to send out a Grand Jury Subpoena in a criminal case.
