You are looking for a legal land description for a rural address.
However the example you cite is for Alberta Canada

apparently michigan also!
and your end destination is the Untied States. In the city of Lansing Michigan.
They use a different protocol for their addresses, not the least of which is the use of a zip code, which you have, but since it is a park, I don't think there is going to be a mailing address.
However, try :

If you require a survey location, you will have to contact the city of Lansing assessors office

I'll assume the guy above has the exact lat/long correct (down to the fraction of a second of arc).
As for your listed format...what is it supposed to be from? Besides, Sections are generally only found in rural areas, not urban.

Could you go onto Google earth and then work it out for yourself?
I don't know.
I have never seen a map reference like this one.
I'm answering from the UK. Perhaps it is different here.
