during "extraordinary rendition" why do people usually get transferred to a foreign country??

A number of reasons. One is because that person is a wanted criminal in that country. Another is because we have agreed with that nation that any of their citizens we capture during the GWOT will be turned over to them.

The fact of the matter is that the only people who know the full story of each circumstance this happens are not allowed to discuss it. Anybody you see posting an opinion is likely making a guess based on political prejudices.

the whole point of "extraordinary rendition" is to send people to places that will torture the poor SOB that is sent.
We paid good money to get these "terrorists" (10,000 dollars each was the bounty we paid in a country where 1,000 dollars a year is good money) we should get something for our money. since all we can do is "stress" them we need to send them to people that are willing to beat the crap out of them.
I'm not saying it's right or that we should be doing it at all but that's what it is and what Georgie is allowing.
