Since your back hurts you then yes they are too big.
You could grow into your 20's in the breasts.
You could talk to your mom about a breast reduction and it can be covered by insurance. MOST PS's will not operate on someone so young BUT they DO take into consideration how your big breasts are affecting your daily life. If you get it done now you may need another one in the future, but if you cannot stand the back pain anymore a reduction now would be greatly beneficial to you!
Have your mom and you check out the Reduction section at this site:
http://www.breasthealthonline.com
Hopefully you won't grow anymore, but that is what I was thinking at your age (38J to 38C Reduction Feb 2006).

First - make sure you are wearing the correct sized bra. Go with your mom and get yourself measured and then try on several bras to make sure you are getting the support you need. Get yourself a really good sports bra and get involved in a sport so you can stay in good physical shape. Don't let your breasts stop you from doing the things you want to do. Your breasts may or may not grow more. There isn't really anything you can do to stop them from growing - just wear a good, supportive bra and that will help the pain you are in right now.

It is possible that you may end up with large breasts but that is not the end of the world. Some of us have other problems that we have to deal with so take heart. What could help will be to talk to your mom about the pain and ask her to buy proper support bras as these can offer some help.

Poor baby. They are plenty big enough for you and anyone you end up with. They will continue to hurt until they stop growing. Look to your mother for advice and aproximately what you will end up with.
Sometimes too much of a good thing is a burden.

Ummm well just so you know, the bigger the boobs, the faster they'll begin to sag as you get older and prepare to face alot of back pain in the future.

I heard somewhere that you're boobs can develop ages before your start your period so I really wouldn't worry about it!
also you can get a good idea about how big your boobs will be by looking at your mums and the rest of the women in your family =]
and be proud!
a lot of people pay to go bigger!
