I'm not too sure as to what you're asking for, but, for what it's worth, you place the bootable CD in the CD Drive and boot the comp when you want to install something.

If you are asking how to boot off a bootable CD, you have to put the CD into your CD drive and then turn the computer off and back on. It will boot from the CD as soon as you turn the computer on.

Say, when you want to go back to your Windows XP, after you've made mistake upgrading to the Vista. Put the original, bootable Windows XP CD in your drive. You may or may not have to reboot, if the option to run Windows XP don't pop up, then you'll have to restart the computer.

Go into your BIOS to make your CD drive the first boot option. Check your motherboard instructions on what key to press and when to press it to do this. Then place your disc in your CD drive and reboot the PC.

I'm assuming you are asking at what point to you need to insert it. The answer would be immediately after powering the computer. If you have to, turn it on, insert disc, and restart with the disc in the drive.
