Well if there is a specific someone you are trying to see then the best time would probably be when there not expecting your appearance maybe you would even have to ask some of there friends or observe them from afar. I hope i helped you, Good Luck! :D

When they least expect it. When they are mad and when they are happy. Both sides tells the true self. When they are in a good mood they can cover up more than when they are upset.

When they are angry with a sib-
I have a girl friend (jusfriends) and she is always soft spoken and coy - then one day her sis was along and they had a go at it - words came out of that pie hole I never had heard her say in knowing her almost two years!!!

Yep when they are drunk! People call their ex bf's and say things they wish they wouldn't have. I've seen it happen quite a few times! And one of my friends gets totally pissed off and starts slapping people! Wow, that says alot!
