Because you'd pee in yourself. And if you squatted and peed backwards well that's pretty much like peeing on a toilet isn't it. I'd suggest sticking to the tradition and not wetting yourself.

Contrary to popular imagination, it's perfectly possible for any woman to pee standing up. It just takes a little practice (and the first few attempts should probably be, and it used to be fairly common before the days of indoor plumbing. A typical outhouse in the middle of winter, or worse a trough-style outhouse, is a place where you want to have as little physical contact with your surroundings as possible.
Put bluntly, you drop your pants, lean forward, and aim.

This is of course easier if you're wearing a skirt. For those who have trouble with this method, or who want something that wouldn't require entirely dropping one's pants, there are various devices currently on the market to help.

The only real reason women don't use urinals is cultural tabboo. Many women really, really don't want to sit in a public restroom, and once you have the hang of it standing to pee in a urinal is easier than squatting over a toilet.

Women pee downward (wherever they point their urethra[which points downward on its own]), men pee anywhere that is in front of them, above them below them or to the side, and some can even move it to pee backwards. Unless you want to bend over, and back up INTO the urinal you might want to stick with the toilet (or shower/bath). or you can find some crazy wierd angular way to pee in a urinal without making a mess. but i don't know who will let you try it

An old pub near my house has a ladies' urinal in the women's room. It's knee-high, long and level , and sits on the floor (no toilet seat) Just hike up your skirt, back up and let loose. Unfortuanely, fashion has changed, and nobody wears just a floor-length skirt with hose and garters anymore. If you tried to use it now, you'd trip over your panties.

I don't think this is a question of whether or not a woman CAN use a urinal; I think it's a question of DOES a woman want to use a urinal.

Because it's illegal for women to do so. You can actually go to jail if you're a woman and caught using a urinal. Looks a lot of people love answering stupid questions.

Why don't men just use toilets all the time? Much easier logistically. They have to have toilets some of the time so let's just cut costs by getting rid of the urinals.

They can with a little device we call a widget. I am on a rescue team that we have to once in a while do cave rescues.
When you do cave rescues you have to take one empty water bottle for every full water bottle. The rule in caves is what ever you bring into a cave you must take out even your own urine.
So the female rescue worker insert this widget and it allows them to pee into a water bottle so that they are able to bring it back out, caution do not get your bottles mixed up in the dark.

We can. I've done it. It just isn't especially convenient. Also, because of the placement of our urethra's, we pretty much need to pull our pants down, and I believe most chicks would rather not moon their fellow bathroom users.
Guys can do it with their pants on.
Thats the only reason I don't pee in public. I totally could without much trouble, but I'd prefer not to be nakey in front of strangers.
Or you could use a Travelmate. Lost mine, unfortunately...

well, i've seen it happen many times. it's a bit of a logistical problem getting into position with most urinals due to the shape of the bowl from what my female friends tell me.

Watch the move, "The Sweetest Thing"
Christina Applegate uses a urinal and it looks pretty awkward and gets really messy.
Hope that helps!
