Well, the answer to your question depends on a couple of things that you forgot to mention.
A. What kind of monitor is it? LCD or CRT(big TV style)
B. What BRAND and TYPE marker did he use?
For the CRT monitor, windex should work fine.
For the LCD monitor, you want to be much more careful. Try water, then try LCD cleaning wipes. If that doesn't do it, then work your way up to Windex. Windex is not reccomended for LCD screens as the ammonia can dry out and discolor the screen. But using it once or twice will not damage the screen.

CRT or LCD?
It is an old "TV picture tube" type monitor, you can use a slow amount of any kind of glass cleaning product to clean the screen. Do it with the monitor off and unplugged. Keep the amount down to where it does not leak into the monitor at the bottom of the screen. Spray the rag, not the screen.
If it is an LCD screen, take a trip to your favorite electronic store or section, and look for the LCD wipes you can purchase. Again, with the monitor off and unplugged, gentle (so as not to scratch it) use the wipe to clean the screen.

Try a damp, soapy cloth on the screen and just make sure it doesn't get near any electronics. The screen glass itself is waterproof and won't be damaged by washing just so long as no water gets inside the monitor somehow.

if your screen is a standard crt monitor cotton with acetone will do the trick just dont let the acetone reach the sides of the screen and make sure to do this while the monitor is turned off. if you are using a lcd monitor it will be very difficult to remove and i suggest you return the monitor to your dealer for a better solution
