Pollito is right, but I'd have to quibble about the South America-only qualification. "Hola" is, indeed, a greeting, like "Hiya." Wapa is the pronunciation for "guapa," or someone who is feminine and attractive.
I'm inferring that you're a girl and the person who said that to you doesn't know your name. Language, like culture, is contextual. If the guy doesn't know you, but says "Hola Guapa" to you, it's a kind of flirtation tactic. Depending on your culture, "Hey good-looking" can be a sexist insult or a pleasant way to make your acquaintance.
Heck, even if the speaker and you are acquainted, it's still a sort of flirtatious compliment, isn't it?

Actually, it's not wapa, it's guapa. Guapa= pretty woman. Guapo is handsome man. It's more an expression for Spanish people, that means from Spain, for Latin America it's more like "hola linda"
