I usually change it before it gets down to the last one. I'm paranoid about having someone else take the last one, and ending up standing there in need of a paper towel and none there. (Other people in my lab empty the roll and do not put on a new one. It is beneath them to change the paper towel roll.)

I always replace it. There is no "next person" at my house. The dog refuses to indulge in menial labors.

I change it...people at work leave it all the time it makes me pissed off and I end up changing it anyways...same with the friggin toilet paper! *pouts*
