Powder coat.
The only why to really look after to the bike.
A frame treatment here in the UK by a really good firm will be approx £180 ($360) depending on colour. Plain black, is normally the cheapest.

Best coat is spray painting, and havingit baked on.
Powder coat should be cheaper cost than paint. But powdercoat is only as good as the preparation- it is still paint. If you choose that method you need to seal off steering head races, threaded holes etc, as powder coat will be a night mare to remove
Powder coating is done by blastingthe frame or chemical stripping and maybe degreasing.
Local to me you can have a frame done for about £40- dependnig on size.
The cheapest and most classic method is smoothrite black. £10 for a can of brush-on will do the frame, and other parts too!.
Underside of mudguards i have painted with smoothrite and filled joins and folds with sealant.

keep in mind anything you powder coat will be baked in an oven at 400 degrees.
now that you've already striped it would be a good time to tell you about a product called por 15 that you put over rust so you don't have to strip it.
seriously, check out the por15 products they work pretty good inside American fenders, might possibly work on your mudguards also.
congratulations on having a benly to restore.

Rather than painting the frame, consider powder coating.
It's an almost bullet-proof finish.
