Wrong movie title.
You are talking about "Kuffs" and what he left him was the citizen's patrol for the district, meaning he was the security for that neighborhood/law enforcement.

I know this movie well and am not sure I know what you're talking about. Hmmm... I do know he took over his brother's job, working for his brother's girlfriend's dad, in order to find his brother's killer. :)
