A horizontal line must be parallel to the X-axis... so its equation is Y= 7

A horizontal line means that for any X you pick, Y will have the same value. So, any point on the line will have the form (X,7). It won't matter what X you name, Y will always be 7.

For this reason, x doesn't even show up in the equation for this line which would be Y=7.

y=7 since the lie is horizontal the ordinate must not change its value when x changes
