I was the administrator. Then my room mate got a virus. Now, I am a regular user and can not change settings.

Couple of suggestions:
1. Rerun your antivirus software in Safe Mode. Hopefully you will catch any self-executable viruses.
2. Repair Windows:
Restart your computer to get to Safe Mode:
>>>As soon as you see the system trying to load (it will probably be black and white)
>>>and before Windows tries to load,
>>>press and hold the F8 key.
>>>Continue holding it down until you see a black and white DOS menu. I think Safe Mode is F3.

Click Start, Run. Run your AV program.
(When it is finished, you will “EXIT” to Windows. Your desktop icons will probably be out of order – just drag them back.)
After running your AV software, I would Restart, then run a full system scan to be safe.

Also, in Safe Mode, hopefully you can restore your system to a time when Windows worked.

there may be the following reasons
1)u r not the computer administrator administrator
2)u r not entering correct administrator password during logging in
3)u forgot the administrator password
4)OTHER administrator on ur computer has converted ur
account into a limited account.
5)restore ur account at a prevoius date and scan system registry with good antivirus software
