I'm told there are a number of ways like electrolysis, laser etc. What's the best and most reliable, non-scarring and painless??

Laser is probable your best bet. If you have fairly pale skin and dark hair it can be very effective. Laser hair removal on the face isn't too expensive since it is such a small area, such as the lip and chin, you can go to a clinic and have a treatment for under £100 pounds, you would probable need about 3-6 sessions.

Another choice is you could buy a Tria home laser hair removal system. It's just come over from Japanese Tria that was a massive success mainly because over their because everyone is pale with dark hair. That costs around £700 but you can use that as much as you want and then sell it on ebay afterwards.

the cheapest way would be to shave lol,i think electrolysis and laser treament requires you to have repeated treatments and its very expenisive and the hairs sometimes keep growing back.

get some immac /veet hair removal cream its really cheap and last about 2-4 weeks and the hairs grow back thinner and softer each time

..but don't use it on very dry skin or a shaving rash....my legs got alittle burnt!!

laser hair removal if you want it gone for good. Expensive and you go several times. Works best ont hose with Light skintone and dark hair.

Waxing for short term. Don't SHAVE!!!! Makes it worse.

Aww you're like me, its so damn annoying isn't it?! I go to a beautican, who does it for me. But you can always just pluck the bit you don't like. You're better off talking to your Mom/Mum... if she see's that it is making you insecure then she will want to help. You can bleach it, but still I wouldn't do that yourself, as it basically dies your hair blonde. If you are dark haired (whch I presume) girl, then you're best off plucking or waxing.Waxing barely hurts one bit! I wouldn't get laser, its painful and it takes numerous treatments before it works! Please don't stress out!! I have the same problem but it will work out!! Also with moles, don't worry about them. I have them, sure they don't look that nice. But wait until your fully grown before you get them zapped or cut out!! Are people teasing you at school? I really hope their not, you seem a bit insecure. This could give you the confidence that you want :)! Hope this helps :)

If they're long hairs, you want to look at "electrolysis, laser etc." If they're short black hairs, then just bleach them out using a facial bleach. You don't want to pluck, cut, or anything along those lines, it will bring them back 10 fold.

Try those NAIR type products. If you don't want it to return, but test on some skin to see if you are allergic. It does return thinner and lighter so repeat treatments every coupla months should keep it in check.
