Light is electromagnetic radiation. It propagates energy by means of a changing electric field, which induces a changing magnetic field, which in turn induces a changing electric field. But it's only one form of energy, and only one method of propagating energy.

All energy is essentially electromagnetic radiation. The only difference between the different types is their frequency.
