****just look at Omar Kadhr. he's a canadian citizen and his father forced him into combat when he was 13. he ALLEGEDLEY killed a US soldier in Afghanistan (it hasn't been proven) and he's been held indefinetely at Guantanamo without the evidence against him ever being disclosed. if he's guilty, why has the deceased soldier's wife won a civil suite against omar's FATHER that found him and not omar legally responsible. child soldiers are WAR VICTIMS NOT CRIMINALS. the US not only has ambiguous "enemy combatant" laws (they are unclear as to what constitute enemy combatants including the types of uniforms they wear for example photographs depicting US soldiers abroad in non-military issued clothing but carrying weapons would be classified as "enemy combatants"), but the US notoriously picks and chooses what international laws it will obey. It doesn't recognize the international criminal court (ICC), so even if it is charged, it doesn't recognize the jurisdiction of the court to charge it with any crimes. in addition, it never signed any anti-landmine treaty or more importantly ANY NUCLEAR NON-PROLIFERATION TREATY making it not only a hypocrite, but a global antagonist.

All of them are wrong the answer is B, Appropriations.
the appropriations committe makes recomendations about how federal revenues(money) can be spent.
