can i plant my bulbs even when frost is starting to set in?

You bet. I've procrastinated until the New Year and still got tulips and daffodils to grow just fine.

But they will do better the earlier you get them in once the cooler weather hits.

Sure--as long as the ground freezes at some point before the spring, when they bloom, they can be planted. You can even plant them in January or February, as long as the ground isn't frozen then and they still get a freeze at some point between then and spring. The frost won't hurt them at all--they'll be 4-8" below the ground, which won't be affected.

It is a little late when the frosts start but your bulbs will grow just fine, they will probably flower a little later than normal.
