if water goes from the tank to the bowl, and won't run out of the bowl, then you are indeed plugged. If the water seeps out of the bowl slowly, and won't flush solid waste effectively, it may be constricted with lime. is it an older toilet? if so, the most efficient way to solve that problem is to just replace the toilet. Get a new toilet and tank and a wax ring at your local home center. DO NOT pay more than $150 dollars for it, you can get them cheaper than that if you shop around or happen to hit a sale.
Replacing a toilet is easy, just turn off the water, flush it one more time, then use a shopvac or sponge to empty out the remaining water in the bowl. then remove the caps on the base of the toilet, and unbolt it from the flange under the toilet.
Then lift the toilet off the flange and discard the whole thing.
Scrape the flange clean of the old wax and whatever else is on it, and then place the new wax ring on the bottom of the new toilet. carefully place the new toilet on the flange and press down, do not twist or rock it back and forth, just press down. then sit on the toilet to press the wax ring down completely.
Bolt it down and then assemble the tank and reattach the water line.
Voila, no more problems.

Try the other suggestions about the flapper and the inside of the tank. I can't think of any reason other than something blocking the drain why a toilet won't flush. If I were you - and I know this is gross - I'd reach down into the toilet and feel around to see if you can feel something blocking the water from getting out. I use a plastic newspaper bag to cover my arm for this operation. I have pulled wads of paper towels, a hard plastic sheet that is still a mystery, candles and a variety of other delightful items out of toilets from people or cats knocking them in. If you don't find anything then try plunging some more. If all else fails, it's time to call the plumber.

One problem could be the small holes around the underside of the rim are plugged, and not creating a whirlpool action.
Another problem could be AIR!! In order for a toilet or any drain to work affectively, the iar in front of the water goin down the drain has to be displaced. this is why there is a drain waste vent. it allows the air to vent out and the water to flow down the drain.
Check the drain of the toilet and make sure your drain waste vent is connected, and within 10 feet of the toilet drain. The closer the better! If the toilet drain is not vented, the toilet cannot flush properly. An air pocket forms, adn thewater cannot go down the drain!!

Do you mean it won't "take away the stuff?"
If you're getting water into the bowl when you press the lever,
then the tank guts are fine because you're getting water into the bowl. Does the water level go down eventually? If it does... it sounds like it IS plugged, but where you cannot see it. Which is after the twists and turns the "stuff" has to make on it's way out to the ocean. Try plunging... if you don't want to do it yourself, yo can call a plumber, but at their rates, it's definitely worth a try.

Certainly valid suggestions so far, FLAPPER first possibility; and easily checked. IF the tank fills after a flush; to one inch below the small up pipe; and then in flushing you get water into the bowl; does it fill back to the usual bowl level???
Obviously a clog would have you mopping the floor adjacent to the toilet if the hardware is functioning properly in the tank. WON'T drain out however DOES suggest a clog; and pulling the toilet might determine the cause; IE: Toothbrush; a pair of socks; feminine hygene products; etc.

If the guts in the tank all seem to work properly and plunging doesnt wont work get some copper sulfate from your local pharmecy put it in the toilet and flush this and let it set it will eat tree roots or whatever might be causing the obstruction as long as its nit plastic or something that should have been put in there.

something is plugging it. worse case is an apple or something that will float, it is stuck in the toilet. You will have to remove it from the floor and turn it over to find out what it is. Also, plastic toilet paper holders will stick in there too. Got kids???

Open the lid of the tank, make sure that the chain (the one that is connected to the handle and the plug at the bottom of the tank) is connected to both the handle and plug.

I'd agree with the ones who told you to make sure the little chanin hasn't came off, from the handle, on the inside. This is what it sounds like; just put it back on.
