Why do you ask this question over and over again when the answer has been right there in front of you? There is plenty to charge Bush with for impeachment but there are three reasons we have chosen not to do so. The first, any con will love this one, it wastes money just as it did with the Clinton impachment. The next is that It is better to allow Bush and Cheney do continue the corruption and incompetence so we can throw it in the faces of Republicans in the '08 elections. Last there are too many Republicans in Congress, particularly the Senate to make it happen anyway. I know for a Bushie it has to be simple so I made it as simple as I could.

He controls the papers that come out of the White House that would prove that he knew about it. The crux of the matter.
The first six years, with a Republican Congress that was willing to overlook anything Bush did, including its Constitutionally mandated oversight position, wouldn't even ask for them. It was a purely rubberstamp Congress, to its eternal shame.
Now we have a bit over a year left, it would take six to eight months to go through the courts to get him to give up his papers, even if the rulings went Congresses way. Its not worth the time and effort.
I do hope that the more serious people who actually run Washington have learned something from the unprecedented secrecy this administration has surrounded itself with though, and that they take steps to make sure this can never happen again. You may think its cute now, if its your guy in office, that he can do what he wants and never answer to Congress because of executive privilege, but one day it will be the opposition in power and you won't find it that wonderful.

For the longest time, both the Senate and the House were controlled by Republicans, so a movement to impeach would have failed, so why bother. When the Democrats gained control two things became true. (1) By the time all the hearings etc. were held, Bush would be nearly out of office anyway. (2) If Bush were forced from office, Cheney would take over and, since he would serve fewer than two years, he would be eligible to run for two more complete terms of office.

Do you think that the US is governed by the Constitution? All you have to do is look at the facts of how the Government acts to see that it is not. It is governed via the ELITE, OLD MONEY. And the ELITE, OLD MONEY own 98% of the government and the government does as the elite says.

If the continue to repeat their claims, eventually people will begin to believe. But, it must be repeated over and over, and over. Otherwise its effect fades away.
