If your sister has wider hips, it sounds like she might be sligtly pear shaped. Luckily, this is easy to correct!

Blouses:
Try to encourage your sister to go for wide open necklines so that the shoulders balance out her hips. Tailored, if possible, will give her a nice small waist, again slimming down the hips.
Something like the following would be ideal:

Pants:
Wide hips always suit the high-hipster really well. The kind that sit nicely on the widest part of your hips and then fall straight down. Go for a slightly wide-legged trouser (with a middle crease.) The wide-legged will prevent the hips from standing out as a lot larger than the legs and give a flattering fit overall. The middle crease draws attention vertically rather than horizontally and is nice and slimming. If possible, go for pinstrips.
If she needs jeans, again go for a hipster and try to avoid any tapering. A boot cut is the most flattering style to balance out larger hips or a less than perfect body type.

I hope that helps. I generally find that if people aren't too comfortable with feminine clothes, try to be inspired by high fashion. The straight lines and strong silhouettes can keep people in their comfort masculine zone and yet pencil skirts, high waisted belts, ruched or bell sleeves etc. will always give it an overall feminine edge.

tunics are great for the hips, slimming them, that is. A tunic is a bit longer than a shirt, and is looser than one too. it is feminine, and she may want to add a bit of lace to her wardrobe. Nothin like a bit of lace to make a woman feel pretty and feminine.

Why did you think I could help you???? Just wondering... If you looked at my other questions you would see that I have never dated anyone and people think that I'm asexual.... I am not your girl for advice here, I'm sorry..... Thanks for answering my awkard question. I made it look like a troll question because then people would think "she's a troll" instead of "she's a retard". But, yah, I, ahm, don't know how to do it really...
