The Sempron chip is the budget chip from AMD. It is good, but can not even be considered when comparing to an Intel Core 2 duo. This is one of the faster chips put out by Intel. The dual core chip is much much faster. For more on the Sempron, AMD's site is located here. It is a budget chip:

Sempron is currently the low end of AMD's desktop processor lineup. Its performance is better than a Celeron, but not as good as an Athlon X2, and the Athlon X2 in most cases does not perform as well as a Core 2 Duo in the same price range. The relative performance is reflected in the pricing of eMachine's lineup (a division of Gateay, and now Acer) - eMachines does not have any PCs using the Core 2 Duo, as those are reserved for Gateway's lineup (eMachines being the entry-level brand).

in basic terms pass with Intel middle 2 DUO processor. era. Intel middle 2 Duo beats the crap outta AMD sixty 4 x 2 processors. regrettably, because the time I assembled an AMD sixty 4 bit solo processor 21 months back, the Intel has overtaken the AMD in a large way.

A Core 2 Duo will beat the crap out of a Sempron, it won't even be a contest.
Of course the Sempron will be a much cheaper chip to buy.

i had the AMD athlon processor inmy last laptop and loved it - it was the AMD 64 and the reason i got it was for graphic performance and to keep the option open if i wanted to upgrade to 4gb DRAM. (i had 2gbs). i never really had the need to upgrade and since have a new laptop with intel duo core whichis also good. i was informed by the big dogs at HP that i should stick with intel duo core because they are much better processors - quality wise . i liked the other and never had any problems however i do note that the duo core seems a bit faster.

need particular models to be able to help you further...
some new core 2 duo's are 60nm and soon they will be 45nm meaning they run cooler and use less power
sempron's are still using 90nm technology

if you using computer for home use then both are same good, only diff is Intel is prefered when you running heavy services , like databases, oe web servers, for a long time say 2-3 days.
if no such need are there then both work equally good.
