For a very basic Website , you just need to know Html Coding or a Basic Html Designer .
For more you may need Macromedia Flash , a Database like Oracle , Mysql or MS Sql Server etc .
Also a scripting Language like VB Script,JavaScript etc .

It depends upon whether you want to write the code (html, css, javascript, php, and other various languages) yourself, or have them "written for you"!

If you want a top-rate automated-design piece of software, then the industry standard is the VERY EXPENSIVE Adobe Dreamweaver. Microsoft Expression Web is a less expensive alternative, and others have been mentioned in answers above.

If you want to write your own code then IMHO the best is WeBuilder which is not all that expensive...http://www.blumentals.net. There's a freebie called notepad++ at http://notepad-plus.sourceforge.net/uk/site.htm that is also very good. Other editors have been mentioned in other answers.

Good luck!
