unless you live in a rural area, far from city lights, pollution, etc.., it won't be really fun to use. But with microscope, he can use it anytime, anywhere he wants to use it.

A lot of people are a little disappointed when they first use a telescope because apart from looking at the moon when you focus a telescope to a star which looks like a white dot you simply see a bigger white dot. I am of course presuming that your going to be buying a small telescope but if he sticks with it and there is not to much light pollution it could be a lot of fun. I find books and Internet gets me the results. It would not matter how big a telescope I brought I would never see the surface of Mars the way those hardworking little rovers do

If you get the telescope, you should join an astronomy club in your area too. He will need some guidance and friends to share his experience.
If it were me, I would join the club first and attend a few star parties before purchasing the telescope. That way you can sample a few of the wide variety of telescopes available to find the one that would work the best for him. That would also help to determine if he would rather have a telescope or a microscope. Do not buy one from a discount department store or a toy store. Those are junk and complete waste of money.

Rather than either of these, I would recommend binoculars. I had access to a small 6x30 binocular in my childhood, and found them a great source of pleasure and learning. I used them for astronomy, nature, watching airplanes, etc.
I can't speak to microscopes, since I've never really been into biology and have never owned a microscope.
Ignore the comments from others about needing a dark location for a telescope. The things that an 11-year-old will be interested in looking at will be mainly the Moon and planets, and they will be visible anywhere. However he will need a safe place to set up his scope and observe at night. This must have access to a wide swath of sky outdoors, not through a window. When I was a teenager, we had a back porch facing south where I set up my scope and was able to observe a wide section of the sky, yet my parents knew I was safe.

I got a 3 inch telescope when I was 5. I never had a microscope. So I guess I have to say I prefer the telescope.

Depends on the likings of the boy actually and his interest.I personally would prefer to give him a telescope because at this young age,exploring the space would be much fun and much more easier a task to do than to fondle with a microscope.
Also u must keep in mind that in order to understand a microscopic world one needs to do a moer thourer study of the subject than in astronomy.SO i wold suggest a telescope............

Have you a good place to use a telescope from? And is it dark at night where you are or are you in a city?
I would say telescope as Astronomy is really exciting if you have a good location, but really it depends what you think he is more turned on by.

Telescopes can really only be used at night. But microscopes could be used any time. And, you could look at stuff around the house or anything! I'd go for the microscope. :)
