Could just mean that you are having a growth spurt and your breasts are developing more. However if your breasts are tender, you feel bloated and a little groggy then it could mean you are about to get your period. Speak to your mum about it, that's what mums are for.
Your body will do all kinds of strange things during puberty so do not be alarmed. Maybe carry a sanitary towel around with you in case you need one some time soon.

I get sore and itchy boobs, just before I'm due, so I'm gonna say yes it is a sign of your period. Mine also hurt and feel extremely tender, and the itching is a nightmare, cos no amount of itching gets rid of it.

ditto kchick. growth in any part of body can be signaled with itching.
however, if you are pregnant, the growth will be more significant, more itching/tenderness.

I had a girl on her period last week and my nipples are fine.

It's possible but you should check up with your doctor if there's anything unusual, just to be on the safe side.
