Record livestreaming Radio and convert to mp3?

Ok my buddy is from Puerto Rico.... he wants to record his favorite radio station and replay it on a Mp3 player.... is there a free program that can be programed to record at a certain time... is there a free program that not only records but converts to mp3 files?
