But first time he faced problem, drink water too much and he give up hope. Now he decide that He will not touch water until he make himself a great swimmer .!! Is it POSSIBLE ??

Your friend will need help to overcome his water phobia. Get a swimming instructor/coach to help him. Make sure he explains to the coach that he had bad experiences before while trying to learn swimming.

1) determine how bad the phobia is.

a)Some people are just terrified to submerged their head in the water but have no problems entering a pool or the sea as long as their legs could touch the bottom.

b)Some are fine with submerging the head in the water but have a phobia once they lose their support(e.g pool edge, friend's supporting hand) or when they have to go on tip toes

c)And some don't even dare to enter the water.

It is never impossible to learn how to swim. I've dealed with people from category c) and they do manage to be able to swim. It might just take a longer time but with good communication between a coach and trainee, eventually they will be able to swim without any help.

What is BOLU? I'm sure he can get an understanding of how the strokes are but if he wont get in the water until he's a great swimmer....how will he know he is a great swimmer?

By reading books and getting theory classes is not possible to learn swimming.

So, he should jump into water not alonely even with a air tube, then after few days he can habituate and can jump with out air tube.

Try with a AIR TUBE All the best.

if you could or he could give him a swimming instructor(it should be a one on one)...he could tell his fears to his instructor so his instructor knows what to do...he should learn to not fear the water too much(i mean drinking)..when that happens to me my instruvtor tells me to do a few laps of dog paddle...it teaches timing on when to breath...also if you REALLY want to support your friend you could buy him a kick board and goggles(if he has already no need to buy...okay so what you do is go to the shallow part and to the stairs part...now put your fore arms on a step and do the flutterkick motion and tell him to do the same...now tell him that your kick doesn't need to be fast as long as your legs go up in down in a wide arc(i don't know how to describe it)now give him the kick board and tell him to do flutter kick as you walk beside him...YOU CAN ALSO ALLOW HIS HEAD TO BE ABOVE THE WATER AS LONG AS HE'S IS STILL IN A STREAMLINED POSiTION...now try to teach him the dog paddle it should teach him about timing...you can search it up in the net...
