That depends on what you want to believe in.
if you believe in god, the tree comes first as stated in the garden of Adam and eve were born in.
Also as the flower has to be fertilized to become a seed, it would take at least one to two trees to even have one seed.

I believe seed comes first before it is fully grown to a tree. There must be a first stage for everything. You cannot come up to something adult without passing the process of growth. A tree will always start from a seed. It cannot be considered a tree until it has completed its stage of development.

Trees as we know them are descended from smaller and simpler plants, and as it happens those use seeds too.
So ... honestly speaking.... the first tree grew from a seed which fell from something which was almost but not quite a tree.
