Depend on how good the cooler is. I would suggest looking at the reviews for that product if there are any. They don't necessary improve performance but they increase the life and reliability of the processor. The best type of cpu cooler are a water cooling system but they can be hard to set up.

Ok this is called overclocking and basically it puts stress on the cpu and motheboard. What you want to do is stress it out a little bit but not to much, reaping more performance.
Basically your cpu has an FSB speed with a multiplier of aroun 7-10. eg 300mhz fsb with 10x multiplier will be a 3GHZ cpu. So how do you increase the fsb? well you go into your bios setup menu and tweak the number of the fsb by 5 and save and restart. reapeat this until you reach a suitable speed. eg 330mhz fsb and 10x multiplier = 3.3GHZ.
If your system shuts down randomly, this means you need to step the FSB down 1 increment.
Have fun, join some overclocking forums for extra help and guidance.

Here's what a cheap Core2 Duo can do:

Check the comparison chart with an expensive high-end processor.
Here's what the better ones can do when overclcoked:

there is always an opportunity to over clock the cpu. But it is to your own risk, while there won't be warranty after the cpu will be broken when overclocking. be carefull

Tidy up your windows install, get rid of Norton anything if you have it - resource hogs.
Defrag the registry, run bootvis.
Add more memory.
