It is probably a political gesture in response to Bush's stupid, stupid idea to place defense systems in Poland and Czechoslovakia to protect us from a Middle East offensive.
Prior to threatening to place missiles in Putin's "backyard", the US and Russia were enjoying a fairly amicable relationship.
Putin's move is to give Bush and Co. concern that Russia may support our latest "Axis of Evil" target.

Its very symbolic. He wants to show the world that he is not afraid of anything and since Putin is the face of Russia, he wants to show the world that Russia is still strong and a super power. Thats why he's building up their military again.
