You can't get anyones records if you are not an attorney asking for them for a reason such as needing the information in court. Most court records are a matter of public record, but they only tell you what the crime was and if the person did time or not. You won't get a full report of a step by step incident unless it is rape or something and you are an attorney using it in court for the victim involved.

what type of public records? If it's criminal, go to the courthouse. I know that in Minnesota you can search a person's motor vehicle records on the DMV website.

What kind of record? You can go to the courthouse, recorder's office, etc. yourself and look.
