A dog is smarter because he comes to me faster than my horse does. Also, my dog is more of a one person animal.

Ok, not thinking about it my reaction is to say that Dogs are probably smarter than horses.
But each animal has evolved to best suit their own environment (doesnt factor in domestic animals). Horses have advantages in their environment where as dogs would not ...and dogs have their advantages.
You can't really use a horse or dog's motivation to be with people as a guide for assessing their intelligence.
Nonetheless, I still think dogs are smarter because predator animals have to use more strategy to catch food than prey animals. Horses are prey animals and tend to act like a school of fish when in trouble so they converge together and flee (that's not going to take too much brains). Dogs, being predators, have to do more to assess situations. They don't converge into a pack and simply run if presented with a dangerous situation. Also, dogs have to work together and take on specific roles, if in a pack, to capture food. Given that dogs have to formulate more complex strategies, I'd say dogs could be considered the smarter of the two.

It relies upon on the animal and what you attempt to get it to do. With training the two have a intense skill for intellagince. (P.S. to George G, A horse is slightly vast for that. Thats like asserting a horse is smarter via fact which you could holiday it. My horse greets me as quickly as I walk out to it relatively is pasture, And if it ought to i might wager you it would snuggle up with me.)

that is a hard one to answer because different breeds of both animals have different intelligence
i recon a dog is smarter you don't train a horse to look for people or drugs do you when police use them they have a house to ride and dogs to find things and you can train a dog to get things for you not a horse

I would vote for the dog.
Due to the fact that dogs have been so geared to service animals for us, with their keen senses etc. Its amazing, extremely amazing what dogs can do.
I have a dog and I have mules. Mules and horses are highly intelligent, but not to the extent dogs are.
I would even venture to say that dogs senses are more sensitive than horses/mules which would help with their trainability also.
Good questions btw.

dog, because they are contacted by people everyday and are just used to getting shouted at, unlike a horse where they are more isolated, and people don't usually talk or play with their horse......

A dog is smart enough not to let someone put a saddle on and ride him.

well, they both have good/bad. they're like the same except a dog is more forward thinking and loyal. Horses are more understanding if you catch my drift
