Sometimes, but they are the most irresponsibly used light in public places.
My friend's husband goes into seizures whenever he sees a strobe light. This means he is at risk while he is driving, with the kids, or even crossing the street because strobe lights are placed outside coffee shops, clubs, party stores, and on top of emergency vehicles.
There are many people who have similar neurotical disorders. While strobe lights can be a real cool thing, let's be responsible and keep them indoors with a crowd who can enjoy it without dangerous side effects.

If you can get two of them, place them at the correct angle and set them to the correct strobe, you will be unable to walk or stand
