I would say it is not within the scale.
Deriving the proper written english usage, we can only use one point/mark at a time. Having used an interrogative mark(question mark), we can not use another mark after it just to make it look like a declarative sentence.

A statement cannot be converted in to a question just by putting question mark. A question will become a question without question mark also.
Meaning alone decides whether it is a question or statement -- not the question mark or statement mark.

The first sentence is a statement, although it should not have the period following the question mark. It would make more sense written this way:
I still don't have the time, and it really makes me wonder, "What's next?"

Despite your use of conflicting punctuation, what you have written:
"Does a question mark after a statement make it a question or does a statement mark after a question make it a statement.?"
is a question.
Questions are not capable of being true or false.

Just because you put a question mark after a sentence does not mean you are looking for an answer, it can simply mean that you have said or written something that makes you ponder.
