1. thermostat is stuck open 2. in line control valve is stuck closed. 3. heater core is blocked. If you have temp gauge and it is reading normal you can rule out no 1. For no 2 follow the heater lines on the right side of the firewall and look for a valve in line with the heater hoses. no3 disconnect heater hoses and connect garden hose to one end and see if you have flow. One i have seen before is the fins on the water pump where gone, which produce limited water flow

I assume that you have a temp gauge on the car. If the gauge reads normal temp, then you may have a problem with the control valve that turns the heat on and allows the fluid to reach the heater core. If you can locate the valve, then feel both sides of the line going to it. With the heater on, both sides of the lines should be hot. This will indicate that the fluid is getting to the heater core.
good luck with the problem, Fall is here now and you'll be needing the heater for the defrosters and to warm the cabin.

Check the gray box next to the unit outside it is a disconnect and has fuses inside check and see if it was turn off some tech turn them off in the winter. Or check the fuses they may be bad. Some people turn the A/C on in the winter when they are cooking and the house gets to hot this is what cause units to blow the fuse A/c is not designed to run in the winter. GOOD LUCK
