"Rugby is a hooligan's game played by gentlemen, whereas [Association] football is a gentleman's game played by hooligans." It is unfashionable, not to say Politically Incorrect to say this sort of thing today, but the history and traditions of rugby union were established in the Public Schools of England. The Rugby School; calling the referee "Sir", .... That is, in an arena (and time) when little boys of a certain class were forged into "gentlemen" (and more or less scholars) so that they could carry on the business of the Empire. George Orwell's classic essay, "Such, Such Were the Joys" (1947) will do for an introduction, if one is needed. Even those of us who took up the game many, many decades after those formative times have done so with that background. And that's true whether we learned the game in NZ, SA, Australia, Canada,or Argentina; in USA, until just the last decade or less, you probably would not have taken up rugby until university (or perhaps at a very small handful of private secondary schools). Rugby Union was organized around the traditions of being a "gentleman". Education, manners, and articulate speech in the "proper" accent all went with (and largely still do) that "ideal" and grew out of the traditions that established that particular cultural meme. Football is a very aggressive sport and sometimes that aggression rubs off on the fans. Also, some fans get waaaay to emotionally when it comes to football or any sport.

Are we talking Football as in "American Football" or Football as in what Yanks call "soccer"?

I've never seen amercian football fans burn a stadium. But I've seen it in world cup soccer when the referee made a bad call.

Here's a question back: You never see the Superbowl with the "Avid" fans of a regular season game. Why not? Ans: When only the rich can afford the tickets at upwards of $600 for cheap seats, your not going to see the diehard fans with their bodies painted.
