There is no fine line between these two concepts in my opinion. Either there is a state of balance or there isn't . It's a bit like sayng that a woman is just a little pregnant. Either she is or she isn't.

Yes and no

If you put a bar on a triangle, it has to be perfectly balanced or it will tilt one way or the other.

However, if you take a different type of system, such as a sailing boat, there is the point where the boat is at rest, with no wind, then with with the boat tilts over. Finally when the wind is strong enough the boat will tip.

Both are examples of balance, but both work differently. In the latter balance is not a simple thing. However, like in the first example, when the point of balance is achieved the boat will suddenly tip over
