First check to see if clogged, you do this by twisting counter clock wise on top of bilge pump if it isn't clogged just go to wal mart to buy a replacement you will have a few choices in size (gallons per hour) I bought the 750 series and am quite happy with it. These units cost apx $18-25 bucks.
You may also want to check the switch this can be done with the help on another person and a continuity tester unhook the wires from the pump hook up the tester and have someone else flip the switch. If the switch works then replace the pump.

You would need to make sure that the pump is wired to a constant-powered source like directly to the battery (with an in-line fuse). The pump would have an internal float switch, and when the water got high enough it would turn on and pump out till the float shuts it off. Make sure your bow and stern lines are tight. If for some reason you have a problem, the lines will keep the boat from going down.

Bayliners don't suck. They are a good entry level boat. They are a inexpensive way to find if you love boating. Now the bilge pump is very easy to replace. It should just unscrew from base and you replace it with one like it or better it is up to you. The wiring is simple, only 2 wires to connect.

They are very simple to replace, so don't waste money on a mechanic for it. As long as you can lay on your stomache and operate a screwdriver at the same time, you should be okay.
Before you pull it out, you might want to check the intake to it and just make sure that something isn't clogging it.
I'm assuming you already checked the fuse ....

you can do it yourself, check the fuse first, check to make sure it's not stuck (remove strainer and check), it's only two wires, soldering works best for the electrical connections but, you can crimp connect them until the season is over, and a proper marine connection can be made (soldering the wires together).
