Wear it with the blue shirt, and the black tie - you will have some color near your face [ more flattering ] but look tied together because of the black tie-belt-shoes.
Don't ever wear all neutrals [ black-white-tan ] unless you are at a funeral.
FOR NEXT TIME:
Buy some gray, black, and navy dress pants - they will go with the blue and white shirts, and black belt and shoes.
Add a brighter blue shirt if first is pastel, or a pastel if first is a bright. Or, you could add a blue or gray and white stripe shirt.
Also, a blue patterned tie [ for the blue shirt and navy pants combo ].
Tan pants look bestwith DARK brown shoes and belt.

i say white tie hands down. I personally like to match the tie with the secondary piece of clothing, ie pants or jacket when you have a plain b/w shirt. In your case with everything else being black, besides the jacket, a black tie would not stand out and i think it would make the jacket look out of place being the only white article of clothing. Now if you wore white shoes you could go with a total alternating theme....

it sounds horrible either way to be honest

does the shirt have any trace of the tie color?
khaki does not always go with anything and black some people say does but that is not entirely true either
