Which dept should b on same floor as OT IF NO SPACE,labor ward or ICU.?

Am planning extention to hospital.But space limited.UNABLE to fit both dept on same floor as OT. new extention 4 level.OT on level 2.Any criteria or studies available to help in prioritising

ICU should be near the ER and L&D should be on a floor all on its own due to security issues. Most Labor floors are locked nowadays.
