Internet Monitor as well as Instand messeging?

I have heard many stories that the CIA, FBI whatever monitor every one and everything that I type look at as well as what i say on the computer as well as the telephone... any truth to that?

No.
There are allegations that the government taps phones and listens to conversations, but if they do do that, it would only be on people against which there is actual evidence of committed crimes (and not just petty crimes).
