would dressy short shorts and knee high fishnets look ok together? and if so, what kind of shoes should i wear with it??

I'm not sure about fishnets, but they got great stockings in various styles. Try urbanoutfitters.com for a funky classy look :)

NO. No knee high anything with dressy shorts!
I can't think of when you would wear knee high fish nets - they won't show under a gown or pants, so why?.?.?
Dressy shorts go with hose, opaque tights; and for fantastic legs - fishnets.
Add dressy flats, 'chunky' pumps [ not too delicate ], or boots.

Haha no, me and my model friend agree no. Short shorts and fishnets no.
But if you were try heels or boots.
