I got the stubborn TORX set screw out from the inside of the chuck. I was told to lock a allen wrench, the one with a short 90 off it and then hit with a hammer.

a) How do i get this chuck off the spindle?

While I can't imagine an allen wrench being of much use; you might try JUST the Hammer.....UNLESS your model has a THREAD ON CHUCK.

Nothing wrong with the method you are using, try hitting the Allen wrench clockwise, it's probably a left hand thread.

You should reinstall the torx but don't tighten it and then tap it with a hammer so you don't ruin the threads.

clamp the chuck in a vise and tap the drill off.
